Few questions about it:
1. Partially repaired a/c factory working in R&D?
2. Partially repaired engine factory working in R&D?
3. If dont working then HI spent for their work?
4. What limit supply for start repair? 10K? Or 10K+required supply?

Your questions are not that simple to answer since it depends on a host of factors. For number 1, it could be working if you have the production requirements for producing R&D "points". You can see in other threads what the requirements are to produce one R&D point. Same for number 2. For number 3, HI is spent if points are producing and you have enough HI

I take a stab at these:

1. If there are points to be repaired then no points are produced for that factory.
2. Same as #1 for engines.
3. I believe R&D doesn't consume HI.
4. You need 10K + 1K per factory repairing.

I may not be right on all of these, and if so, I have learned another thing new about this wonderful game!
