Not sure if this also happened for versions <1.7.0.10 DW:Legends. I've recently started a new game and found out that both resort and special locations are not displayed in the proper window on the left.

Within my sphere of influence there is 'Fire Rings of Colaren' resort location but it's not displayed within window. (see attachment)
Same thing occurs for Great Tower of Wekkaru special location.

If you have a mine on a planet that also has scenery, then the palnet will not show up in the list. I dont think you can have both a mine and a resort on the same planet. I also noticed that if you build the resort first then you can no longer build a mine. But it has been like this for a while and not new with the patch. I am not sure why this is though.

Your empire is allowed to build a mining station and resort at the same planet. Once you have completed one or both, no one else is allowed to build. This is different from a blackhole or neutron star locations. But the problem with this particular planet not showing as available to build a resort is probably an oversite in programming.

I commonly have this problem.

Sometimes they will show up after loading a save when they did not when it was originally saved.

The yellow rings (overlays on the bottom right) are much more reliable.

You can build a research and a mine but I have never been able to build a resort and a mine. You build a mine or a resort and the planet vanishes from the resort list and I think even the resource list.
