[EDIT] From simple "aesthetic" POV I think the "leftovers" should be able to disband no matter the location and even at a cost of loosing the devices/points [you can disband a part of an air squadron right?]. Plus it makes rebuilding of a full TOE possible. I know, it's probably a matter of compromise again. And a more general decision. Sooo... why allow it in smaller scenarios where the industry has no influence and prohibit it in bigger ones?
