Scenarion 7 June 6 1942 Soviets activate in an AI game? No there was not enough points for the garrison. But I don't remember it ever happening in an AI game

AI don't need garrisons.

Did you run some turns playing Japan? That can activate Soviets.

No But I ran the turn again and there was no activation Ahh! The joys of playing the AI

If you switch to Head to Head in an AI game, you will run the risk of activating the Russians because the AI uses the Manchuko garrison as extra troops. They usually have under garrison levels there.
