England surrenders before France????

Hi,
I am re-visiting this question now that I have new info. I am playing the game as the Axis and really in learning mode with things set totally to my advantage so there is no boast here!

1. I blitzed across France and took all of it -no vichy.
2. France had the Beirut territory and maybe one aviation unit in Africa
3. France would not surrender.

I asked about this and was pretty much told it was the AI's choice...Hmmmmm ok

4. I launched Sea Lion
5. I seized England
6. England Surrendered which made sense given their situation having only a navy and a few units in N Africa.

So again why has France not surrendered? IT is not only unrealistic they could fight on but un-historic that they would at this point. I am about to gobble up Beirut just to check that as a cause.

If anyone has any insight I sure would appreciate it!

France will surrender when all VP cities are taken. This appears to be functioning as designed, and in this case (unlike most of my posts) I can't see a problem. Events drive the surrender (unless all VP cities are taken) and there is a random element to this. When and if a country will surrender is pretty subjective in a game design. France behaved pretty badly in history but they could have done things differently. We really cannot know what UK would do if a successful invasion was made of the home island. If I were designing the game I would make a Commonwealth player (No GB) it would never quit as long as there was a chance of US entry. That is just an opinion which cannot be backed with any empirical evidence, so I can't fault the assumptions made by the ToF designer.

In any case the allies are effectively neutralized (watch out for the US however) so you can go after the USSR which has the only AI which is at all effective. Good luck.
