Does the computer play with better strategies for "Very Hard AI"? Or it only makes the computer a lucky player?

Nope - sorry. I don't know all of the details but a 'harder' AI in this case is given much more intel about your froces than you know about the AI and I believe some of the combat algorythms become slanted in favor of the AI for land, air, and naval combats. I don't know if I'll ever see a truly 'sophisticated' AI in my lifetime - just too durn hard to program.
