Does anyone have any clue about the relation between engineer squads present at a base and damage done to oil and refinery instalations ?
Also, do engineer vehicles and combat engineers contribute or not ?

More is better. It is still a random roll but having a lot of engineer units will increase the chance that the facilities will be destroyed when the base is captured. I can't really answer about the effect of combat engineers or vehicles. I assume disruption, unit strength and leader ship may all play a role as well.
