Not much equipment is captured when units surrender. Is this how it is supposed to be?

Well one could put that down to the common Practice of removing the firing pins and disabling everything else before it goes into enemy hands. Which was part of the procedure if not duty bound before you gave up. I certainly would order my men to destroy equipment as a commander before we raised our hands.

Germany basically overran lots of badly led/poorly organized soviet units during the initial stage of Barbarossa, that's where they got their shedload of equipment. This hardly was an organized surrender so no one had plans/orders to disable equipment.
Capturing equipment has always been very low in WitE and the stuff gets even scrapped if the master equipment becomes eligible for scrapping.

Yeah, the Germans captured loads of equipment in the beginning of the war. Where this made the biggest impact was in artillery (the field guns) and T-34 tanks. Das Reich alone captured enough tanks to outfit an entire battalion of them (3rd SS Panzer Battalion of 2nd SS Panzer Regiment of 2nd SS Panzer Division "Das Reich"). During the 43 Kharkov counteroffensive, the division alone captured 50 t-34/76s at once.

The Soviets for their part also captured German tanks. They particularly liked the Tiger, even translating the bizarrely humorous Tiger manual for the crews.

A simple rule change would be to greatly increase (by 3 or 4x) the % of damage equipment that gets captured and then decrease that rate over time.

Actually there may be a simpler method. Currently there is the reliability factor included in the description of each weapon. Since basically reliability in game is equivalent to simplicity in construction of a give piece of equipment (that's my take anyway), it should be made easier to capture reliable equipment (ex Russian 76 mm field guns and mortars of all sides).

Incidentally, it should be noted that several weapons like the Marders include soviet weapons in their makeup but I don't know if these get subtracted from your pool of captured weapons

Reliability is more the resistance a weapon has to breaking down. Tiger tanks, for example, were notoriously unreliable.

Nothing but a common myth, for a tank of it's weight is was rather reliable. The Ferdinand/Elefant was not really reliable due to it's overly complicated engines, the Panther had lots of problems with its front sprocket drive (Seitenvorgelege too weak as designed for a tank of 35-40 tonnes).
