Trying to figure out what's going on here...
Hosho has 2 squadrons, one of 9 Zeroes, one of 6 Kates, no reserve, yet shows 41 total planes on right.
Any ideas?

A6M3 is not CV capable. Thats why. You need to use the A6M2 or A6M3a early war.

Hosho might have carried 41 paper airplanes when it was built in the 20s. It certainly had no ability to carry/service 41 a/c in the 40s except possibly as an a/c ferry.

It made two non-training sorties throughout the war (PH and Midway). It carried 9 biplanes (B4-s) at the latter. If it was worth anything it would have been given a bigger role than providing ASW and scouting for the BBs

Yes but in game terms it is the wrong zero on board. Just fly them off and see if that does not help.

I dont think they can. I think that overloading bit is intended to signify that the land based planes with non-folding wings etc are taking up so much deck space that it makes flight ops impossible.

They should be able to fly-off the ship one-way. Would like that confirmed, though.

I know that Allied army fighters can load and then fly off of US carriers. But never land or conduct operations. I assume it is the same for Japan
