It appears that a major power going into civil disorder was left out of this version of EiA. Is that correct, or did I just miss seeing a provision for this in the rules somewhere?

Civil disorder doea occur when all you provincial capitals are taken, as well as you main capital.
Ive seen it

Just to understand. 6.4.3 reads as:

If, during any Economic Phase, a Major Power can collect no home nation manpower, that Major Power goes into "civil disorder” and must sue for and accept any type of peace during the next Peace Step with all Major Powers they are at war with.


However, 12.2.2 states:
quote:

EXCEPTION: AI opponents use different criteria to determine Civil Disorder (see section 6.4.3).


So, we should confirm this different criteria and document it better. Does the rule need to be updated or is it working as intended?

From the original optional rules:

Ignore 8.7.1 through 8.7.5 for a major power with a player that meets the civil disorder requirements (see 8.7) and, instead, require that player to sue for and accept any type of peace during the next Peace Step with all major powers with which that major power was at war when the civil disorder conditions were met.


I think this is what Marshall has coded? So a major power with a human player should not see civil disorder, but an AI controlled major power would. If correct, then the manual should clarify this better.
