Core Units will appear in a scenario even if you do not have enough points to purchase them (as long as they have not been eliminated). Key core units will also always appear even if you do not have enough points (as long as they have not been eliminated), and in addition, their medals and casualties will also be tracked from scenario to scenario in a campaign, as long as they appear in every battle of the campaign.
