Alternative supply 15? bug?

I'm trying again playing with "poor" countries. Usually their units have as supply an "Alternative supply 15". What does that mean? Yes, i know they have '15' of supply value, but, why 15? if they're inside the MSS which have 30?

And another question, maybe a bug, if you buy any new unit and place it in the map, then it wont have suppy never. Even inside the capital/MSS, no mercy for new units in the poor countries. I don't know if im doing something wrong, or is a bug.

Usually 'alternative supply' means supply provided by air, or naval units, when normal supply is not available (there has to be bomber units in range, or naval units in the adjacent sea zone and access to the coast, but I don't know if that applies in this case.
