my constructors get about halfway thru and then stop. whats going on?

It is probably out of resources, waiting for a freighter to give them some.

You can try fix it by telling the constructor to stop (or just do something else), and then to repair again. Hopefully it will go to a spaceport and pick up materials. At least that works for a stuck mine build, I am not sure if it works for those repairs.
