I am trying to put german divisions in Bucharest to help avoid a surrender per the rules.

In Bucharest there were two rumanian HQs with no movement points. One was the Air Command and it was relocatable. The High Command HQ was not. There seems to be no way to get it to move so I can put in the third german division.

By the way, the surrender rules state SS elite units give two points extra. This means Das Reich, Totenkopf, Wiking, LHAH and SS panzer division only? THe SS cavalry and polizei divisions don't count extra?

Has anyone verified this works correctly?

Yes, only elite SS units get the bonus (check the CR screen to see which units are elite), and they get +2 so they are worth 3 points in total.

One more thing.

Regarding the stationing of SS divisions. How does the game handle a broken down elite division? As 3 units or 1 or maybe even 0 if it checks only for units of a certain size vs. simply units.

Thank you for looking at this.

So you don't think the high command HQ being unmovable is a bug? I think the HQ should at least be relocatable

I can't remember offhand if High Command HQ's not being relocatable was designed that way intentionally or if it has been that way from day 1 and no one ever brought it up as an issue before. I'll ask Gary, but I doubt he'll remember why it was done the way it was (assuming it was intentional). I agree having frozen units in the key cities is a pain. I don't think he intended them to get in the way of the Germans filling those cities with garrison units (which they do at the moment given their frozen status and inability to relocate). Clearly the scenario designer wanted these units to be frozen for the campaign, but I doubt he intended for them to block the garrison requirement.

Thank you. I agree it was likely not intended to inhibit garrisoning Bucharest to delay surrender. It's a small issue but still needs to be looked at.

I looked around at the other HQs with 0 movement such as Moscow Defense, Ural District, etc. and they all could be relocated.
