I think for WitW the incorporation of the idea of delay is essential, and since it's just a question of logic, and that I imagine the final idea is to have a standard system for both WitE and WitW, well... And again, the Lvov delirium that we witness now is precisely a consequence of that: the Germans can bash right into the strongest red formations and yet some Panzer units may drive as if they had had nothing but desert in front of them.
