Status: offline 		OKH/STAVKA HQ should always be listed. (stop the need to Rail HQ around)
because OKH/STAVKA HQs are not listed can cause 3 or more reassignments (AP COST).

SUGGESTION: displaying the full fixed "chain of command" list, it might be a faster.
Because a "chain of command" list is fixed each turn, then using it in full.
(including OKH/STAVKA HQ)
The AP cost would still be adjusted based on each level change in distance in Command Chain, new HQ is from old HQ.
