Playing as Empire. As i understand only one smuggling mission can be active per planet. If you have set them to "suggest" wait until adviser suggests you to ask pirates to smuggle something, but dont reject or accept it. Then create mission manually, but you still have "suggestion" so you accept it aswell.
And now you have 2 missions on the planet, so you can create mission for different resources.
