I'm not sure if it's suppose to be possible.. I can't remember ever being able to transfer a Leader with the drop-down menu in the character screen, but using the right-click menu on a ship can enable your leader to wait there, he doesn't do anything, it just says 'waiting at ...'

Perhaps Leaders can be transferred if you change the Capital? or maybe to a Regional Capital?
