I mean, sometimes they just don't want to research them. I waited over 150 years for fuel cells and repair bots, over 200 years for upgraded novacore reactors. The Dhayut still don't want to upgrade their hyperdrives.

It there any way to entice them to do so?

send your agents after the techs..steal them..

There seems to be a problem with AI researching their racial techs at lower priority than in the past. Maybe it will get fixed soon.

No, there is no way that the AI force to upgrade their racial techs.
Even worser they research alternate paths instead to upgrade.
But this issue isn't new.
