In addition, unless Leningrad (Hexes X81, Y16 and X80, Y15) is German controlled, Finnish ground units may not attack enemy units that are in hexes south of the Svir River, nor may they attack enemy units in hexes X80,Y14, X81,Y14, X81,Y13 or X82,Y13 or any hexes south of this line. This line is displayed on the map and labelled the ‘Finnish No Attack Line’ (6.1). Though there is no prohibition from Finnish units moving into hexes south of this line, even if enemy controlled, Finnish units suffer a morale penalty if they are south of the Finnish no attack line. Finnish morale will drop by one each turn they are south of the no attack line if their morale is above the Finnish Morale Threshold. The threshold is 65 if one hex over the line, and is reduced by one for each additional hex south of the line. There is also an additional cumulative morale reduction of one point for each hex row east of hex row X100 for Finnish units.

1. Does this rule take effect even if Leningrad is in Axis hands?
2. Is this effect on national morale or the individual unit for the units that are south of the line.
3. If national morale: If the Finns all move back above the line, does the national morale recover back to 80?
4, If individual unit morale, does moving the unit back above the no attack line allow the unit morale to recover back up to national morale (80) using the recently installed national morale fix?
5. To be boringly pedantic, the southernmost no attack hex row is Y14. The no move line is Y22. Does that mean if a Finnish units are all the way to the no move line its morale can drop to 68 - (22-14) = 57 absent any other effect?
TIA

1. yes
2. individual units
4. it should, yes
5. yes, possibly lower, not sure if it traces to row 14 or actually traces to the line, in which case in some places it is further than 8 hexes from the line.

The problem is they never gain it back, before patch it never bumped up and I am still seeing zero gains.

Once they go below line lost morale is never gained back sitting unlike SHC units.

Run some tests and see what you come up with, I could be wrong

Run some more tests. Make sure the units you are testing are not south of the no-attack line as it's possible for this check that the NM threshold of 65 or lower is used (i.e. they may not be able to recover above 65 if they are south of the no-attack line). If they are north of the line, then they should be able to get to 80 morale given time.

My results over 10 turns have been about 6 points of recovery.

Since the chance is 15%, I'd say your 6 point recovery gain in 10 turns is about as it should be.

Per documentation it's 80 but in the code it's 70 according to Pavel, in WitW it seems to be 80 again so I assume the 70 in WitE is wrong (unless done intentional with forgotten documentation).

tried to play the latest version of the 41 to 45 campaign.... Finland no longer generates rail repair units.... so it cant really advance (they will be out of supply) no attack line or not! Also had an (almost) entire Finnish corp withdraw in one turn right in front of Lenningrad (turn 20) allowing the Russian to basically over-run Finnland! I don't understand...

Finland have 3 rail repair support units from the beginning. They are working automatically, you can not control them manually. AFAIK they will not get any more.
Many Finnish brigades/divisions are scheduled to withdraw around turn 20. In the reinforcement tab you can see which and when are particular units withdrawing.
