A new bug encountered with the latest (1.9.0.7) that I hadn't run across before. Playing in the original Distant Worlds story mode (also a first).

Starbases (including defense bases) after a certain point in the game (for the large starbase, from version LSP-12 to LSP-13) are now perpetually stuck in retrofitting mode, in other words they never finish the retrofit. This is with auto-design and retrofitting enabled. Not sure exactly which tech caused this. Attempted to upload savegame, but attachment system says it's too large at 14 meg (zipped).

Check the Stick, [FAQ] Where to Upload Save Files

Mosttimes when Constructions are stuck, and Retrofit is a construction too, your empire are missing one or more resources. This happen mosttimes when you use new high tech modules that use Resources that you don't need before.
Try and find these resources, check the messages for the hold Construction msg. or check the cargo of these base.
Then made the old (Gass) Mining station buildable again, and build some mining station manualy.

When you encounter this effect first time at 1.9.0.7 you was lucky, and your AI private build enough mines.

Thanks for the tip on the uploading, I had assumed that the default forum option would work.

There don't seem to be any missing resources (that message correctly appears for other construction stalls) and the retrofits were very minor, still being in the early portion of the game.

I here to report a similar 'bug'... although I'm not sire this is really a bug, as I don't think this is new with Shadows (is it? I'm new to DW, but I've seen past games and expansions via Youtube).

Freighters do not supply the needed resources to retrofitting structures, e.g. mining stations, resort bases, star ports not orbiting a planet, etc. Additionally in the case of the star port it will not receive shipments needed to retrofit ships docked to it. In my most recent game I have mining stations that have been attempting to retrofit for ~15 years, and various other bases for a shorter period. I eventually had to self-destruct the space port and all the ships dock to it to save on maintenance, because once docked ship cannot be undocked - even trying to cancel retrofits/repairs in queue simply deletes the ship. =/

The same issue can happen with constructors, but according to Bingeling's AAR, supplies do arrive :eventually:.

EDIT: I should mention that I play with heavy manual settings, the only thing I automate is a handful of civilian ship designs. Is there something I need to enable?

You can't do much, since the private sector is 100% under AI control. And the private sectro distribute the resources and do the mining.

But this don't help you much at your current situation, because these new designs needed first to be build or retrofit and this won't happen since your constrution is allready crippled.
You need to locate what resources are missing. Open the Cargo of a Planet/Spaceport/Constr. Ship , check what resources are 0 but with reserved value, these are the missing ones.

Now locate a good mining source of these resources close to the place where you need it.
Get a Constr. Ship, move it to a planet/Spaceport where you got enough resources.
Order the Constr. Ship to build a (Gas) Mining station at the mining source you locate before.

Some some trick for spaceports with missings resources.
Build somewhere else some ships.
Move these ships to the Spaceport with missing resources.
Retire these ships at this Spaceport.
But since all Constr. Yards are at use, you need
1. Destroy 1 of the ships that is currently at constrution.
2. move the retireing ship on top of list, so they can get disasembled.

I am doing this allways as Pirate Empire when i construct a new pirate base at some distance. And with the Resources from the retired ship i build some mining ship, at this way the new base can get new resources from that.

Thanks for the tips. I've resolved to custom-design and -upgrade even the last handful of civilian ships for my next game. Also, that build -> retire trick in particular is interesting, I was wondering if retired ships had their raw materials recycled. (I wonder if the conversion is less that %100?) On a similar subject, I've noticed that my spaceports sometimes have a handful of outdated components in their inventory, as if they're leftover parts stripped out in retrofits - but there aren't enough of them to account for all my retrofitted ships. Odd.

Anyway, one trick of my own is if I have a constructor that is stalled trying to complete a mining station, I can tell it to stop, then queue up an identical mining station elsewhere - it will pick up all the needed resources at the nearest planet/spaceport as long as you don't have shortages. It requires some extra attention, but once it has picked up the resources I can then redirect it to repair the first mining station.

I ruined my current game by making custom designs for all mining stations and then manually ordering all my mining stations to retrofit. Since then no freighter has ever been seen flying to one of those stations and I am constantly spammed with messages about missing resources to retrofit this or that station. But the main problem is that I efectively reduced my resource income by, I don't know, 90% or so since only the planets and then newly built mining stations provide resources anymore.

Ouch. Luckily in my last game I only tried upgrading a few to see if they would actually retrofit. One or two were fortunate to have enough material in stockpile to retrofit, but the rest got stuck. But yes: don't order your mining stations to retrofit, ever! For whatever reason the freighters ignore their plight. =/ I'm hoping this will change in the future. You can still upgrade the designs to that new stations are built to better specs, but the existing stations will have to suffice until they get destroyed or something. In the Age of Shadows, pirates mop up mining stations pretty good, you could try starting there. =P

I was under the impression, however, that mining stations still operated while retrofitting. None of their modules go offline, and spaceports seem to continue chugging along while retrofitting. Are you sure your freighters no longer can pick up resources from them?

I'm not sure the freighters cannot go there to pick up resources, I just don't see any doing it. Perhaps it's just a problem with priority, perhaps all freighters are just busy carrying around those resources that still come in. The stations themselves are still working, I see amounts like 15,000 units of steel or caslon or whatever lying around in those stations that never get picked up ...
