Now I know Advanced Tactics and Command Ops and Panzer Command Osfront games do what others do you know about that have random generators that are in the matrixgames library?

Scourge of War has a random battle generator. I dont own Making History 2 but it sounds pretty random overall also

John Tiller's Campaign Series,

You can generate a single encounter, or a campaign of linked battles.

Operational-tactical level rather than the strategic-operational scenarios that ATG builds.
