I'm playing a pirate faction and I'm paying no maintenance on my ships and bases at all. Is this really supposed to be so or have I encountered some kind of bug?

That's why the Pirates can afford to have massive 100+ ship fleets with a minimal economic base.

Whow. Let's start building ships then!

I got a bit confused there. The screenshots in the manual showed them paying maintenance, but I couldn't find anything written on it. Maybe I missed it.
