The situation is:
1. No transports within range
2. Level bombers are within range
3. Hex has one or more armored units

Since 1.07.11 I am unable to drop supplies into the hex using level bombers. I tried using right-click or shift-right-click. The screen flashes but no action takes place.

I think that was changed in the last patch due to the Russian players crying foul over it.

Yes, but it should be possible to drop supplies and ammo to them. Unfortunately the side effect of the fix that was made (not by me) made this precise combination not working. It's possible to switch to supplies and use only level bombers, but first one has to be able to open the airdrop window first and that requires transports in range.

Until this is fixed use the following workaround:

1. Drop supplies before fuel, at least to hexes that have armor units
2. Use shift-right-click and change drop from fuel to supplies
