Not sure if this is intended but modifying the time delay on way points does not consume orders. Changing the way point times can be very critical on the offense especially when things get delayed. To my mind issuing a delay is a command and should be represented as part of the stress put on the command network.

That is intentional.

You already have done the planning. In most cases that would include a contingency for if things changed. Even if it didn't it doesn't take much time to tell you go to Village B instead of Village A.
