For those reading who are new to the game: (1) In a ground strike mission, the bombing unit "rolls a die", which generates an integer result between 1 and 10 (inclusive) per unit attacked. (2) If the result is less than or equal to the bombing unit's tactical bombing rating (which, for the German unit bombing Warsaw, is 5 - the number in the bottom left corner of the counter), the defending unit is disorganized. (3) Under certain circumstances, the bombing unit gets to "roll two dice", essentially getting two opportunities to bomb a unit. (4) One of those circumstances - surprise - is in effect now, during the first impulse of Germany's attack on Poland. To whit, any time a major power declares war on someone else, the "victim" of the attack is surprised for the aggressor's first impulse, granting the aggressor some advantages and imposing some penalties on the defender's ability to react to events.
