[0.7.5] Mission failure loop

Description: First X-15 mission fails at the same point in each mission (step 2). I've tried different controllers, different pilots, no joy. I've even gotten out of the program completely and come back in (to try and reset the random number generator). The fact that it's the very same step is making me suspicious.

Status: offline 		The save is prior to setting up the X-15 mission. I've tried both using the "best available" buttons and manually selecting the pilot and flight crew. This is an example where the "best available" is missing the boat on the pilot, because it keeps looking for max leadership, but the mission is using the average of the three skills.

Status: offline 		Confirmed this behavior under 7.7. In fact, I confirmed it under 2 different mission scenarios.
Test 1: Load the attached save. Schedule mission 2 from the X-15 group (Experimental Flight 1). Mission will fail in the first phase.
Test 2: Load the attached save. End turn without scheduling a mission. Schedule mission 2 from the X-15 group (same mission). Mission will fail during launch from mother plane step.
