The HQ-9A SAM has no seeker assigned, and all weapons fired fail with the 'no eligible alternative target to redirect to...' message and self-destruct.

HQ-9B is in the same boat.

If the missing seeker is the problem... then the following weapons should be checked also:
All SA-20 family
SA-21A
All SA-10 family
All Patriot family but the F Model
HQ-9 family...

With the HQ-9A I´ve run a quick test and it didn´t have any problem agaist a bunch of C-130 and Bison bombers... but them they were unable to shotdown any of the five Raffale that were attacking the ship...(Sorry I managed to lost the save... abd now it´s kind of late, if you cannot reproduce I will send a scen tomorrow...)

I think I've found the issue - this only seems to happen in scenarios using the older database. DB396 (used by South China Clash) seems to have it, whereas DB400 does not.

Still unsure as to why these weapons have no seeker in the newer DB's though.

I am seeing this in a lot of SAMs also. The db entry shows the sensor, but if you click on the actual unit it only lists eyeball as a sensor. Not sure if the idea is the scenario creator should also add the sensor, which is what I have been trying to do, but if that is the case, it is true that some of them are not listed in the db as well.

Hey Ragnar.
Yes, using the current db3000 build 400, Chinese SAM Bn HQ9A in the database viewer it lists 1 vehicle HT-233 with onboard sensor HT-233. When you click the unit on the map, and click sensors, it shows only the mk 1 eyeball.
This is the same for other SAM systems as well.

Thirs test Was run with DB3K B400 and Build 472, and as I've said the HQ9 had a lot of problem to engaged high agility fighters (aka Raffale)... but the Patriot Pac1 didn't seem to have the same issue even it has no seeker listed either.
