See attached save game.

It begins with a AGM-88C HARM (GuidedWeapon #68) about to impact Qinzhou. The HARM is at ~7400m as the scenario starts, and about 0.6nm out.

A few second afterwards, the HARM resolves an attack against Qinzhou, despite still being at 7km altitude and hence out of range of the task forces SHORADs.
