If I set a CS Task Force up for repeating supply runs to a base and select the minimum refuel option will that be at both ends of the voyage, destination and home port?

In my pbem game (with the last Beta Patch) the CS convoy do Full Refuel all time they return to Home Port, no matter what option I set (I set Minimal Refuel? They do Full...I set Tactical Refuel? They do Full...)
