I am not sure if it can even be modelled by the game engine, but most, if not all, SAM's nowadays use Shoot-Look-Shoot logic (see here http://www.expertglossary.com/technology/definition/shoot-look-shoot-sls)

The problem is that even when a target has sufficient missiles assigned to assure a kill - the same SAM will put more birds in the air until all fire channels are used. This means that the SAMs waste missiles all the time.

Just look at how that SA-17 keeps filling the sky with missiles assigning more than are required.
