I am very interested in game, do you think my laptop will be able to handle it?
Spec are : Intel core i3-2370M CPU @ 2.40 GHz
RAM: 4 GB
Graphic card: ATI Radeon HD 7610M, 1GB
HDD: 600GB

I'm pretty sure that your system is fine.
I run an AMD E-300 Radeon Graphics 1300MHZ 2Cores 4GB RAM 284 GB HD. A dinosaur. The only problem I have on my machine is the number of units (planes, ships, etc.) within the game has a tendency to be a bit low, around 200, which is up from 100 when the game was released (V1.0 now at V1.02 and Build 479). Some of these Armchair Generals run scenarios that are over 1000 units. It's still playable and really enjoyable for me. I'm up at 0530 on my day off playing it if that tells you anything.
It seems to me on low end machines that if you shutdown every unnecessary background service and program (or do what you need to have as much free RAM and CPU power) the game runs fine. Your graphics card seems to be the deal maker, the more memory it has, the better so its not taxing the RAM on the computer.
