It is possible to intercept naval units moving to a lower sea-box section. This should not be possible, RAC p. 49 top right.

...and after the interception you dont actually get to move to a lower section, the unit must rebase.

To reproduce:
go to North Atlantic
click the CW SCS in the 3 section
click in the North Atlantic
Germany gets the option to intercept
The "Choose Sea Section Box" does not open for CW.
The SCS is still in the unit stack.

You can't intercept but such a move does allow you to search in the "Opponent's Naval Combat" step.

No, other than as a workaround. Moving player says: "I will search there anyway" - opponent declines to intercept. Moving player says: "I would not have searched there anyway" - opponent conducts the interception attempt.

Mind you if the CW can't choose a sea box section in either event, it's broken.

I tried, and after decling to intercept (as the German), the "Choose Sea Section Box" does not open, and the SCS is still in the unit stack.

happening to me as well. specifically, I'm trying to move a cruiser from the 3 to the 1 box in the North Atlantic Sea Zone, Germans there have the option to intercept, and then the Brit can only either return to port or go to the 0 box when I press ESC.
