Really...

A Tomahawk is not much different to a low flying Fighter Bomber and doesnt evade... I would hazard that it would indeed be able to shoot one down, perhaps not a crossing shot, but if being approached in hot aspect it would be in with a shot and putting up 2000 rpm will be as effective as most CWIS systems.

Given that the twin 30's can engage Cruise Missiles, the ZSU-23-4M should be able to do likewise

Thanks Mike, I thought I was going mad when a few of the people testing my Syrian scenario said they had all but dismantled the AD network using TLAMS - so I tested a few and saw that the ZSU's were ignoring the TLAMs even when going straight down the 'throat'...
