I apologize if this is answered elsewhere.

I have one problem and a query.

The query is thus: Can a pirate empire change government ever? I've taken over a colony with the crime wonder. I was hoping I could form an actual government and start to play like a regular empire now. Go legit, so to speak.

The problem is thus: I cannot build research bases. I have no idea why. My only guess is that none have been designed, as they don't show up as an option even right-clicking with a constructor ship. I have designs automated, though.

Pirates never can build research stations, but you can add Lab's at your pirate base design.

Weird, thanks. I assume the same is true of governments?

I picked Securan to start with so I could get the Utopian government when I got a colony.

Pirates can build labs, like normal empire. Can do resarch, can do evrything. BUT, resarch have cap limit depend on population, so no matter how many labs pirates build, they have always crapy progress becose lack of people to work in them.

I assume that's less of a problem once I get some colonies going. How do I change government for pirates, then? I can't find the option.

The way the game is implemented unfortunately you cannot start as a pirate and change to a standard empire, so options such as changing government type do not apply.

You can control colonies, or even (if you capture a colony ship) found them youself, but you are still a pirate faction bound to the pirate type (raider/smuggler/balanced) you initially chose.
