Ah but I don't care how much of my empire costs are spent on troops, so long as I have a surplus taking into account the civilian ship purchases. The civilian net income plus my empire deficit leaves me about 4 million excess cash per year to play with. My policy on troops can be summarized as : 1) clones minimum 8 per colony with 1 per 100k strategic value from 800 to 1600k then 2 per 100k above 1600k strategic. Double that at special colonies like my homeworld and Utopia. 2) special forces none below 80k then 8 from 80 to 800k then 16 from 800 to 1600k then 2 per 100k above 1600k strategic. 3) planetary defense units minimum 4 built at each new colony, then if warrior race and cloning facility not built yet, continue building them and export the surplus units to large colonies. From 400k strategic value upwards one per 100k strategic value, minimum defensive strength per unit Wekkarus 6300 strength. I have around 50 capacity 64 troop ships for invading colonies, the rest are what I call a troop ferry, carrying 16 troops or 4 planetary defense units. Ferries transfer troops between colonies, and I just bought 200 more because I got tired of looking for idle ferries nearby when a colony was ready to ship troops out. Edit : In empire policy I disabled tourism because I was making less than twice maintenance costs per year on the resorts I had built. I don't have any idle passenger ships. They move population between my large colonies and smaller ones, increasing my empire growth rate, which makes me happy. Edit 2 : I have two troop fleets sitting in orbit ready to conquer the Securans and Quamenos as soon as I have cash to develop their colonies. That's 36 more colonies, but I added 65 in the past game year and am temporarily short of cash. Each troop fleet has about 25 million attack strength...
