I've been playing this same game since august last year. Here are some screenshots :

I would like to know if anyone else has a colony queue problem like mine, 1036 ships waiting to dock. I've disbanded over 1000 planetary defense unit troops to save a couple million on expenses...

Notice how much steel is in transit. When I upgraded seven weeks (two game years) ago, my homeworld had a 70k steel shortage. All of my colonies with steel had it sent to the homeworld, in a panic response.

There may be a bug in troop cloning, notice that my strongest troop has not been cloned since I upgraded.

Ummm... holy freekin bloody hell...

I think I've called games foregone conclusions with only having 0.5% of that many troops on hand.
However, I've always been a proponent of the "Nuke them from Orbit until they Glow, then Shoot them in the Dark" strategy. Dropping 1000K Strength in troops/armor has so far been sufficient for even the toughest home worlds.
Will have to try a 100% dominance game, or as long as my patience holds out.

I'm guessing that either the screenshot was taken at a moment when your resort bases were waiting on new tourists, or you are just unlucky and don't have many tourism location on your galactic map. Which ever the cause your resort income seems somewhat pitiful for an empire of that size, if you look into increasing your tourism it will go a long way to helping your troop upkeep costs.

Also you seem to have a vast number of troop ships which is odd. Unless you are at war with every single other race and attempting to invade them all at once then I would imagine most of these are sitting around doing very little. You probably already have an overwhelming military force and so can afford to make far fewer troop ships but make them much larger and provide plenty of support and protection for invasions. That should also shave off a fair few k's credits a month.

Finally from the galactic map you seem to be in almost total control of the galactic core, with a single AI system on the inner ring area and all others in the outer ring. Unless you are suffering from issues of rebellion in the core, I would recommend reducing your planetary troop numbers to a minimal number, perhaps adopt a doctrine where you only keep a set amount on one planet in the inner core. This helps in two ways, first your troop maintenance fees will plummet, and secondly the remaining troops will be mostly located out near the edges where they can be deployed quickly and more effectively for invasions.

Bit of tinkering but no reason why that empire could not be turning a profit in six months.

Ah but I don't care how much of my empire costs are spent on troops, so long as I have a surplus taking into account the civilian ship purchases. The civilian net income plus my empire deficit leaves me about 4 million excess cash per year to play with. My policy on troops can be summarized as :
1) clones minimum 8 per colony with 1 per 100k strategic value from 800 to 1600k then 2 per 100k above 1600k strategic. Double that at special colonies like my homeworld and Utopia.
2) special forces none below 80k then 8 from 80 to 800k then 16 from 800 to 1600k then 2 per 100k above 1600k strategic.
3) planetary defense units minimum 4 built at each new colony, then if warrior race and cloning facility not built yet, continue building them and export the surplus units to large colonies. From 400k strategic value upwards one per 100k strategic value, minimum defensive strength per unit Wekkarus 6300 strength.

I have around 50 capacity 64 troop ships for invading colonies, the rest are what I call a troop ferry, carrying 16 troops or 4 planetary defense units. Ferries transfer troops between colonies, and I just bought 200 more because I got tired of looking for idle ferries nearby when a colony was ready to ship troops out.

Edit : In empire policy I disabled tourism because I was making less than twice maintenance costs per year on the resorts I had built. I don't have any idle passenger ships. They move population between my large colonies and smaller ones, increasing my empire growth rate, which makes me happy.

Edit 2 : I have two troop fleets sitting in orbit ready to conquer the Securans and Quamenos as soon as I have cash to develop their colonies. That's 36 more colonies, but I added 65 in the past game year and am temporarily short of cash. Each troop fleet has about 25 million attack strength...
