Pirates gets my invading troops for their defense when they manage to finish the Criminal Network while the troops attack the Pirate Base. My troops destroyed the bases, shortly after the Pirates finished their Criminal Network. Now the Colony is marked as Pirate owned, while my troops defend it. I still can disband them in the Troop Management window, but if I leave them they defend the Colony for the Pirates and I have no access to the Colony. The Pirates don't have any Facilities left on the Colony but they own it.
