But they're pirates! I'm not sure there can be such a thing as a healthy relationship with pirates. In either case, they will never deny protection money, so I will often pay up only when I am about to lose an important base or something, and then cancel that arrangement after their ships have left the area. This way I am only paying out a small portion of the red annual. I always pay up at the start (rival empires need to deal with pirates as well so being harassed is not a game-ending setback), and then cancel once I get warp. At that point it is all about the quality of your overall, empire-building strategy. Don't give up! Manual DW has a steep learning curve, but enjoyment comes as you get better and learn to overcome sometimes ridiculous odds. EDIT: (More thoughts) In my current game, 32 years in as Ackdarian on very hard / scaled, I have 10 of 25 pirate factions furious with me, but I am dominating the game by a huge margin. Several factions I've destroyed completely, though we began with getting pirate-pummeled as it is meant to be. They can grow to be tough sons-a-*****'s, just fight and keep fighting. Take out their assets. Somewhere there's a gas mining-station -- blow it up. Get hyper-deny and LRS on a cruiser and hunt constructors. Harass them back!
