When changing HQ's for Allied forces Southwest Pacific, and its subordinate commands, are not listed among the options. I would like to swap some units between Eighth Army and First Army, but it is not possible.

I don't think so. You can transfer units from Southwest Pacific, or one of its subordinates, to other commands such as Pacific or South Pacific, but you can't transfer into Southwest Pacific.
