I am confused why this oil is not available for Japan production. It arrived the turn before and so did a German one but the German one is available. Save attached.

You are in luck. The synthetic oil you are looking for will be available next year 1941. Japan looks to have already bought the one for 1939. No plant for purchase in 1940.

Germany looks to have 2 available. The 1939 and 1940 synthetic plants.

Like most Japanese players, you can't get that oil fast enough.

I think what he's saying is that he got the plant but its not available for prod.  I had this as well, and you either have to specifically select the plant, and set it to Production instead of save.  I think it shows it as a saved oil or something like that.

Also, it may not show up as being available for prod until the end of turn stage (production preliminary planning)

Either way, it eventually makes itself available for production.

The save file opens at the beginning of the German Production. So it read as if the Synthetic oil was not available to purchase. Ok cool not what was asked.

Does the placement of the synthetic plant have anything to do with the buggy oil received?

In my games where any nation buys a Synth oil. I've always placed it in a city on the rail-net. Never had a problem getting the oil it produces.

In the German production planning, the SYNTH is saving it's oil in Breslau. So no problems there

However, the Japanese SYNTH isn't included in the production planning forms at all. Now, I have to be a little careful here, since I don't have a saved game from before the preliminary production phase started. But to me, this appears to be a bug.

Also, I'm a little at a loss here. I thought SYNTH could only be build in cities. Niigata is a minor port. Perhaps that is the base of this problem.

You can place it in any hex you control (ex. hex specific synth-oil plants only go the the hex printed on their counter; not in offmap hexes). ref 4.2

This may or may not change to: only cities and major ports in your HC.

So the conclusion seems to be this is odd? Sorry the save I had was one I had handy at the time but figured you could check Japanese production from it. Sorry if caused confusion.

I'm considering going back a turn and place that plant in a city. Niigata was totally random.

Deerslayer, Your placement of the Synth oil plant in different locations points to a problem if not in a city.

The rules do state a player can place a synthetic oil plant in any hex CONTROLLED, by the major power. Maybe a Beta tester could place the Synthetic plants as per the rule. Just to see how oil is produced in hexes without a rail connection or on a coastal hex and not a city.

Not fixed in the current alpha, only fix is for an infinite loop using oil. Release after that is all about Supply. Only after that the production planning bugs will be taken, which probably is the correct release to tackle this one.

Thanks for the update.

It seems to me, being able to place the Synth Oil plant anywhere is pretty ambitious.

This is not a bug.

The reason the Synthetic oil plant does not appear in the Production Planning form is that the current phase is Production and during the Use Oil phase (earlier in the end of turn phases) that oil point was used to reorganize units.

The program removes Used oil points from the Production Planning form once the Use Oil phase has ended. That is to prevent the player from trying to do something else with the oil point (e.g., during the Final Production Planning phase).

The flag that the oil plant was Used is cleared at the end of the turn (I'm not sure exactly when) so it will be available for the next turn.
