So in my 1400 world game, I'm unstoppable, my economy is huge, my fleets endless etc. Its time to wrap it up.
I control half the galaxies population, etc.

The problem is that as victory conditions, I'm missing two, "The most trade" and "15% mutual defense packs". I have one MDP, and two protectorates. I have other empires who love me but the ability to even offer a MDP isn't there. There is only one empire I can offer it to and they refuse.

You would think I could force it on my protectorates if I release them, or something but no. I'm just stuck. I'm thinking the only solution would be to eliminate an empire or too, raising my 1 mdp to 15% of the races, though in a game with 1400 systems, that takes a bit of time.
