[QUESTION] Land Battlegroups and Legal Targets

Hello!!

im making my first scenario, its based on this article:

you command a small group of F-22 and with (computer controlled) ukranian forces (su-27, su-25, and mig 29) must:

-destroy incoming russian bombers (su-34/Su-24)
-prevent damage to key targets (bridges, oil refinery, land battlegroups)
-damage enemy land forces.

my questions are:

i've 2 invading forces, one mechanized (4x T90, 6x BMP3, 6x BTR90, 2x TOR, 2x Tunguskas, 2x BM-30 Smerch) and one amphibious force (10x BMD3/4, 4x ZSU-23-2, 2x2S23 Nona) are they ok? or must i change any of them?

Are Goverment Buildings on densely populated areas legal targets (to be attacked with smart bombs)?

Same question on rail/road bridges

That's up to you. If you think they should be targets, make them targets. If you think they're too iffy, then don't make them targets.
