The bug I'm talking about looks like this.

It effects two of the sides I've tested so far (Malaysia and PRC). Saved game attached.

You have a no navigate zone sharing the same reference points so its defining your patrol area as the area the SAG that shouldn't navigate into. To fix it just delete it.

If you just want to keep the SAG from leaving just uncheck investigate contacts outside patrol area. You could create a donut like no navigate zone around the area but that could be a little awkward.
