When proficiency becomes more than 100% due to space programs bonuses, the change indicator will show a negative value causing the proficiency to lower.

I can't say I've noticed this issue, but I wonder: could it be showing you what the un-buffed result is? And by that I mean, after the bonus expires, could your new skill in that area actually be 98%, and it's showing you the change in the real skill, but relative to the buffed skill?

Apologies, I totally missed this post

We'll try to fix this issue as soon as possible. Ideally, you shouldn't be allowed to send an employee to advanced training for a skill that has reaches its peak.
