I dont seem to get any suggestions for my Contact Reports, even if there are radar transmissions shown in the top window. Do I have to turn somethngi on for it to work?

I think he means that the bottom of the "Contact report" window (the "Possible Matches" area) is empty.
(Below is how it normally looks).

I've not seen this before HR. If it is still happening can you post a save to let the Dev's take a look, otherwise its hard to tell if its a bug or because of some other factor in the scenario.

What type of esm/elint platform, how many, how much time has elapsed since initial detection, how far away is contact, weather and/or jamming may effect.

Ideally, to achieve a good passive detection, you want several esm/elint platforms spread out to triangulate the incoming radar signsls. It takes time also, the longer you watch contact, the better the fix and more info you'll get.

Maybe contact's radar isn't broadcasting but your esm is picking up radio/datalink signals though I'm not sure this is implemented in game.

I'm sure somebody can add more to this
