Respectfully speaking, the title of this thread is "So what can actually be modded? In DW:U", is it not? So instead of posting 5 nondescript answers individually (which you did very well by the way), I just directed the OP to the exact pages of the Modding Guide that would thoroughly answer the question(s). Although you are correct, I could have added a link to the guide, but I was giving Timotheus the benefit of being aware enough to notice the 'DW:Universe Modding Guide Thread' from this forum. You state that our community is "rather insular sometimes", well I'm hoping that my response shows that we're not. We just want to help and assist Distant Worlds players in learning, understanding and playing this great game. Even though we have to deal with negative attitudes, comments and trolls, the majority of the DW forum members are on here to help. Hopefully you and other new members will see that.
