I have taken over a colony from my enemy three times. Twice it has been lost to rebellion. Since I have recaptured it, I want to keep that from happening a third time.

The population obviously doesn't like me, but until I can do anything about that I hoped that keeping troops on the ground would keep a rebellion from happening.

Can troops on the ground keep a rebellion from happening? How do I determine how many troops I need stationed there?

1. Check how high are taxes set - make sure to set them to 0% to not add more unhappines than it is already.
2. Check if there are bigger and better developed colonies in the same system that belong to same empire as recently conquered planet did - point is, You should start conquering systems from richest and mostly populated planets to those of lower value, as this help avoid rebelions.
3. Check what are policies toward conquered race famili - do You maybe exterminate them? Or enslave? If so, than risk of rebelion will be bigger than if not.

Now I will assume that all those things are done in a way to avoid rebelions - in this case there is not really a much You can do about it. You need to garrison a lots of troops on said planet - troops, not armored units which are weak on defence. Stationing more ground forces will help delay or avoid rebelion from happening, but only when those forces are really overwhelming. And if rebellion will happen even though You put a lot of troops, than try sending reinforcments - puting down rebelion by force will usually temper conquered population. At least for some time. Also ending war with your enemy afther conquering important planet helps avoid rebelion... But I bet it is not something You would like to do ;)

Modest,

Thanks for the information. As I am playing mostly on automatic, I haven't dealt with those things. I will keep that in mind when I start turning off automation in the future.

What I discovered was that after taking over the colony, the fleet would pick up most of the troops and fly off somewhere else. Thereby leaving only a small garrison behind. What I did was turn off automation on the attacking fleet and had them leave the troops on the ground. That seemed to do the trick and keep the colony from rebelling.

The next colony I assaulted manually and left the troops on the ground and there was no rebellion.

So I will just leave the troops there until the population is happy and then siphon off what troops I can and leave the reduced garrison there for protection.

Thanks
