In addition to what Bingling said, it at least used to be the case that a single 'load troops at ...' order would cause the transport fleet to only pick up troops according to its desired troop loadout (within limits depending on what kinds of troops you had access to - if you don't have armored vehicles researched but your transport setting is for 50% armor, it's not going to reserve any space for the armored vehicles despite the transport settings), and a subsequent order would just cause it to fill up the rest of the way with whatever it could find. I'm not sure if this is still the case, though, and it may be the case that a load order will now cause it to load up with something as close as it can get to the desired troop load and then fill up with whatever else is available at the loading location. Further, units cannot be split across multiple transport ships. As a result, your transport fleet may list a different troop capacity than that which is actually available - three identical transports which together provide 300 transport capacity cannot carry 1 infantry unit and 1 armor unit, because each transport only provides 100 transport capacity and an armor unit requires 200 transport capacity on a single transport. Two transports each providing 260 transport capacity can carry 1 armor and 2 infantry units, 2 armor units, or 4 infantry units, but not two armor and 1 infantry units or 1 armor and 3 infantry units or 5 infantry units, despite the transports collectively providing 520 transport capacity. The transport cost of armor is 200 transport capacity, while the transport cost of infantry is 100 transport capacity. I am unsure of the transport capacity requirements of planetary defense units (although, judging from your screenshot, it should be in the neighborhood of 400 capacity per PDU) or special forces. Also be aware that the transport capacity division in the fleet screen is by total space dedicated to each type of ground unit rather than total number of units, so asking for 50% armor and 50% infantry will get you about 2 infantry and 1 armor per 400 space.
