Does the "resettle" pop policy also have the effect of "do no accept"? I'm modding in a xenophobic but not psychotic species who's main policy for all species is "do not accept", but if I settle a planet with a minority, they are gonna want to get rid of them. If that colony instituted "resettle", would that bock other foreigners from replacing the resettled foreigners, or would it just be a roll-on roll-off situation?

I believe resettle is one level higher than do not accept - meaning that not only will they not accept that race, but whatever's on the planet will be moved off as well.

Yeah it both forbids alien settlement on your planet and forbids them from growing (growth set to 0% regardless of race potential) and prioritizes them for pickup when passenger ships become available.

Might still take a good while though and it'll boost your opponents unless you have other planets where they are allowed.
