Have exactly 1 pirate that made contact with me, I set pirates to very few, military advisers keep asking me to hire mercs to deal with a base. So am I to assume the only mercs that will get the job will be that 1 pirate faction? Surely they won't destroy their own base for money, perhaps getting even more upset with me in the process of me basically having the cojones to ask them to punch themselves in the face :) Or will any other faction that's still in the galaxy take on the job if possible?

Nope, nobody else will take it. You need to have contact with a pirate faction for them to take your missions, and the AI -will- throw missions out there even if there is nobody eligable to accept them.

To be honest, I do think the AI is a little hyperaggressive when it comes to pirates. When it gets to the point where your only recourse is to take a fleet of firestorm-equipped capital ships and start glassing an empire's planets one by one, as a normally passive smuggler/trader, something got really badly screwed up in design.
